After objections from Germany draft rules would give European commission more powers to monitor testing and fine firms

The European Union has moved towards cracking down on carmakers which cheat emissions test by giving the EU executive more powers to monitor testing and fine carmakers.

The European council overcame the initial objections from Germany and agreed the broad lines to reform the system for approving vehicles in Europe after the Volkswagen emissions scandal.
